Most likely the reason is NOSECURE (-CURRENT is unaffected by this bug, as its src/lib/libpam/module/modules.inc properly checks for !defined(NOSECURE)). Some nearby bugs. Both pam_kerberosIV and pam_krb5 depend on libcrypto which isn't built in the NOSECURE case, so the modules.inc in -CURRENT (and Makefile in -STABLE) should check for !defined(NOSECURE) too.
