The EMBOSS people have two annoying habits (from a port maintainer's perspective): (1) bumping up their version number at the least provocation, and (2) moving (as you pointed out) all but the latest distfile into an "old" subdirectory on their FTP site. I added a Norwegian mirror which keeps older vresions to MASTER_SITES.
