There would also be the temptation to make "subsystem" be more structured -- perhaps a path/file/set/... of some kind, which might work in many cases. Vis. src/usr.sbin/mergemaster dougb prefer-preapprove src/contrib/binutils obrien preapprove src/contrib/gcc obrien preapprove src/sys/dev/ata sos prefer-preapprove src/sys/dev/ahc gibbs prefer-preapprove ... (recognizing that some parts of the system live in many directories, ...) This would make it far easier to take a file and determine if it has a maintainer.
