Now, it was broken back in 9.n release time (sorry can't remember specifics) but I've had machines with USB3.0 since 10 and they work fine with attached USB drives (I can't vouch for all of course). Now, that's not to say you don't have buggy firmware, FREEBSD doesn't deal with X device or something. That's entirely possible. What you need to do is get an install happening, then if USB is still not working, post out the results of: dmesg pciconf -lv and probably "usbconfig" would help too for the external hub(s). In your list of USB devices, it shows an external hub. Is the device that is resetting attached to an external hub? In which case, perhaps it's misreporting something like power and you need to apply a quirk to that device. https://www.freebsd.org/cgi/man.cgi?query=usb_quirk&sektion=4&n=1 This may be further down the track though.
