The reason is inside the file: "/etc/pkg/repos/FreeBSD.conf", the line : ... pkg.FreeBSD.org/${ABI}/latest/ ... is "translated" in ...pkg.FreeBSD.org/FreeBSD:13:amd64/latest... but currently http://pkg.FreeBSD.org/ hasn't "FreeBSD:13:amd64".
