Well, you'll see that I left rebelbase.com in the MASTER_SITES, so there is the option of fallback (feel free to reverse the order if you wish). However, since its part of x11/gnome-fifth-toe, and as such available from the GNOME sites (or should be), then imo we should be treating it as a GNOME product (albeit not a direct part of the GNOME project in its heritage).
