Could someone help me with a problem with iso images

I download the iso and when I go burn it to cd it just copies the file to the cd ie 
all I see on the cd is the iso file

I downloaded it to a nt box and am trying to burn with nero any suggestions or 
recommendations to a cd burn program that can do this properly
