patch to update the port

[MAINTAINER] devel/p5-B-Flags: update to 0.13

- changes:
http://cpansearch.perl.org/src/RURBAN/B-Flags-0.13/Changes

- remove patch files/... 
as the issue with perl-5.21 is already fixed at the upstream in this new
version

- "portlint -AC" just warns about non-empty $FreeBSD$ tag.

- Tested with poudriere 3.1.4 (logs attached) at 
11.0-CURRENT-amd64 with perl-5.18,
10.1-amd64 with perl-5.18,
8.4-amd64 with perl-5.18,
11.0-CURRENT-amd64 with perl-5.21,
10.1-amd64 with perl-5.21,
8.4-amd64 with perl-5.21,

To activate built-in perl tests inside poudriere jails, file  
Mk/Uses/perl5.mk was locally augmented with lines:

BUILD_DEPENDS+= ${TEST_DEPENDS}
pre-install:    test
.endif
