Using these enabled a successful build WITHOUT_AVAHI | WITH_MDNSRESPONDER in my custom ports.conf which I think means you need to add print_cups-base_UNSET=AVAHI print_cups-base_SET=MDNSRESPONDER I also set LIBPAPER - though I can't recall if that was a positive. It was a long time ago.
