The mountpoint field is filesystem-type dependent, as it says in the help
field and the error box if you attempt to use it for a filesystem to which
it does not apply (swap, bsdlabel containers). As such, it can't be
conditionally present. Future changes to the add partition screen will
hopefully allow conditional presence.
