With USE_IMAKE=yes the manpages are assumed to be compressed. However, if you install the manpage from a 'do-install' target as you have done, you must either compress it yourself or set 'MANCOMPRESSED=no'. If you remove the do-install target then just putting it in MANx is sufficient as Chuck said.
