You can achieve what you want with wu-ftpd, but it takes some setup. You need to setup a pseudo-anonymous hierarchy as you would do for the anonymous user and then create a group of users (in /etc/group) that should be restricted. Specify this group with the "guestgroup" command in wu-ftpd's ftpaccess file. You really should read the manpage for ftpaccess and search for "guestgroup" andd you will get all the info you need.
