The 2.2-960323-SNAP Denver generates the correct time but it indicates
that it is in EDT/EST not MDT/MST like it should be:

tele80> env TZ=America/Denver.bad date     # 2.2-960323-SNAP
Wed Apr 24 10:28:22 EDT 1996               # time = GMT+6 (correct time only)

tele80> env TZ=America/Denver date         # 2.1.0-RELEASE
Wed Apr 24 10:28:25 MDT 1996               # time = GMT+6 (correct)

tele80> env TZ=Etc/GMT+6 date              # 2.2-960323-SNAP
Wed Apr 24 10:28:27 GMT+6 1996             # time = GMT+6 (correct)

tele80> env TZ=America/New_York date       # 2.2-960323-SNAP
Wed Apr 24 12:28:31 EDT 1996               # time = GMT+4 (correct)
