As discussed and tested in #263840 the *arr applications (.net) run with ba=
se
ssl and libressl as well.

poudriere ok
Runs in production on my setup (13.1 amd64 clean jail without any of the *s=
sl
packages installed)

Tested (all 13.1 amd64):
- clean jail without any *ssl packages installed
- clean jail with only openssl package installed
- clean jail with only libressl package installed
