FreeBSD-current after Sendmail 8.8.2 commit

>Description:

The sendmail.cf file for Sendmail 8.8.2 requires an /etc/sendmail.cw
file which, according to the README, is for alternate hostnames.
Creating an empty /etc/sendmail.cw file will appease it, as would altering
the use_cw_file feature when building the sendmail.cf. Either way,
this needs to be fixed before the next snapshot.

>How-To-Repeat:

Install freebsd.cf into /etc/sendmail.cf and watch sendmail complain.

>Fix:

Fix /usr/src/etc/Makefile to create an /etc/sendmail.cw file (an empty
file will do nicely) or fix the sendmail.cf build Makefile to not require
sendmail.cw.
