Yes on purpose because of the large hidden impact gnome@ team is working on
getting rid of USE_GNOME=3D pkgconfig, x11@ will also look at it.

maintainers are now highly recommended to switch to USE_PKGCONFIG the more
switches are done on leaf ports the easier it will be for gnome@ and x11@ t=
o fix
their own usage of USE_GNOME=3D pkgconfig

Lots applications are using pkg-config at build time, and not requesting
directly the pkg-config dep, those are the priority imho
