Greetings Mark, how about if I suggest something like this (This may have 
already been suggested and dismissed or something.)

Using one of the wonderful existing languages (I don't want to start a war on 
this one.)  you create a text and a graphical shell that would both read from 
one main script file to tell it what to do.  You could have two main boot 
disks, both with the same script (for ease of maintanence) but one would have 
the graphic interface and one would have the text interface.  

This would require a little more work because you would:

A:  Have to create an 'Interperater Shell' to read the script in both text 
    and graphical mode.
B:  You would have to have two seperate boot disks.
