This only happens if you check out remotely. If you check out from /home/ ncvs, then no CVS/Template file is created. When you commit with -d user@freefall:/home/ncvs, there is no template to use. Even if you do checkout via a network protocol locally (ssh, pserver, whatever), then the Template file is created once only and never updated.
