Did you do a "make includes" (in /sys/net may be enough) and rebuild
ispppcontrol? You probably did with isdnd, otherwise it would not be
working either. There have been changes in sppp related include files,
that need to be reflected by the userland tools configuring sppp drivers.

BTW: I'd suggest changing to the new (easy) configuration style by making
isdnd do the isppp configuration for you. An example on how to do this
can be found at http://www.netbsd.org/Documentation/network/isdn
