When run in a freshly-created jail:

[r730-01 dvl ~] % sudo jexec empty_tester
root@:/ # pkg config ABI
FreeBSD:13:amd64
root@:/ # pkg config ALTABI
freebsd:13:x86:64
root@:/ #
