Perhaps this is the simplest test case

$ cat > sjis.html
<html>
<head>
<meta http-equiv=3D"Content-Type" content=3D"text/html; charset=3Dx-sjis">
</head>
</html>
^D
$

Something to do with Xft font encoding? Maybe..
