So, you're running the attempts from the WinXP box.., Have you checked
the winxp QOS settings for sane configs? I've been aware that WinXP has
some sort of automatic qos in place so as to optimize network
connections as miht be required for various apps.

Yes, this stuff is not part of the problem domain here..,

Do the transfers (in both directions) with tcpdump running on the FBSD
box. You would get the complete conversation between both boxes, and be
able to see what is actually happening at the packet level.

Another important test is to attempt the transfers (sftp / ftp) to and
from FreeBSD and *another* box, preferably, non-WinXP.
