FreeBSD uses a port of ISC dhcp --- currently version 3.0.1rc8 in 4.6-STABLE. You can download the dhcp sources from http://www.isc.org/products/DHCP/ or ftp://ftp.isc.org/isc/dhcp/ There's also http://www.freebsd.org/cgi/cvsweb.cgi/src/contrib/isc-dhcp/, particularly the file FREEBSD-upgrade which details the differences between the ISC distribution and the FreeBSD sources. Mostly those are to turn off compilation of dhcpd and remove references to dhcpd from the dhclient manual pages.
