 Since I have seen more than one person interested in this problem ..
is it unreasonable to ask that this become a sysctl setting that could
be changed ? Mabey somthing like

hw.ctlaltdel = 1

Every user with this access to the console could press the reset
button
on the front panel, power off the box, unplud it from the wall, or
drop
it out the window.

Why is a CTRL-ALT-DEL more likely than the least offensive of these
(the reset switch)?
