Prevent customised config from being overwritten

Local changes made to configuration files in etc/mc/ are being wrecked on
package update. This is not a very neighbourly thing to do.

The attached patch tags these files as @sample and installs them as such. I=
 am
not completely convinced this form is absolutely the correct approach, it
however does seem to work as intended (both on deinstall and upgrade).
