The upgrade procedure I used was to backup /etc, download the boot floppy, boot with it, select the 'upgrade' option, mount all the filesystems with no newfs, select a local machine for an ftp install, modify/recopy /etc files as needed. You can try the sup-stable / make world approach but that is much more painful than just upgrading to the -RELEASE, unless you're familiar with that system. If you are on a 2.2-SNAP or -current I wouldn't do this though.
