Sendmail has two parameters at which it starts to auto queue and later
to reject incomming messages. 

>From my sendmail.cf

# load avg at which to auto-queue msgs
Ox3

# load avg at which to auto-reject connections
OX2

Have a look at these parms in your sendmail.cf
