The users can use print/teTeX to install full set of the teTeX distribution as they did, and various dviware (such as xdvi and dvips) can depend on print/teTeX-base, the full set of teTeX minus dviware. This configuration should satisfy people who think the dviware should be installed by default and relieve POLA violation.
