I found the tools-only_defconfig enables to mkeficapsule. mkeficapsule.c has "#include <gnutls/gnutls.h>" in its source code. The version of u- boot-tools we currently have (2020.07) does not even have mkeficapsule.c. So my first idea is to just not enable that make/compile option. Patch needs to be tested and probably made better.
