I have found references to NO_FTP in:

  ports/audio/csound/Makefile:NO_FTP=         ${RESTRICTED}
  ports/misc/nwrite/Makefile:NO_FTP=          ${RESTRICTED}

I have not found any reference to NO_FTP in ports/Mk or ports/Tools.

Is NO_FTP used for something?

I ask because I'm considering include this information in FreshPorts, 
but only if it's useful for someone.  I'm already planning to add 
RESTRICTED and NO_CDROM.
