There is no "net/cvsup-without-gui/pkg-descr" file, because the net/cvsup-without-gui port is, basically, a wrapper that installs net/cvsup with options that disable its GUI. In a sense, this is not a broken link, but a bug of url.cgi. Thanks for reporting this though :)
