I think this is an excellent point. My only concern is that as we move to an increasingly modularized system, we want the tools that manage that system to be production quality, whether they are in the base, or not. Therefore, I think it would be reasonable to echo the request that someone implement the functionality of portupgrade in the pkg_ tools. Personally, I've never seen what was so difficult about managing package updates, but then again, I'm not overly concerned about updating the dependency lists when I do it by hand.
