This has been happening to me as well over the past few weeks and
steadily getting more consistant, the final straw was having netscape
*not* save my bookmarks.
I finally simply backed up my bookmarks file and the deleted
~/.netscape, restarted netscape from an xterm(kvt), accepted the license
and every thing seems to be back to normal, other than reinstalling
plugins.
