Works for me. Did you check if there are connectivity issues between
you and files.pythonhosted.org (which, at least from this part of the
world, looks like it's hosted by Fastly)? Make sure to check IPv6 and
IPv4 - sometimes only one of them has hickups, then you can work around
the issue via FETCH_ARGS or similar.
