The Foundation sometimes provide hardware, and interested parties have been known to loan or contribute cards they particularly want supported, or at least test on their hardware. The major trick is finding someone with the rare combination of skill in kernel, drivers, and video hardware, and the time/motivation to make the changes. What Kostik Belousov has done in a few months on the Intel driver is amazing.
