Port update

Non-maintainer update for s6-rc

The pending updates for skalibs, execline, and s6 will cause a build-break =
in=20
s6-rc. Additionally, there as been a great deal of refactoring and adjustme=
nts
since the original maintainer added the package.

Diff contains the following changes:
Makefile: Version bump, runtime dependency on s6-svscan, docs shuffling
distinfo: contents update
pkg-plist: file drift
files/: removed, patch no longer applicable

Notable changes between 0.0.2.1 and 0.2.0.0:
    s6-rc commands taking a lock on the live directory or the service datab=
ase
now fail instantly if the lock is already held. The new -b option makes them
revert to the "block until the lock is released" behaviour.
