Basicly, it says: do a tex babel.ins Then you're told: * To finish the installation you have to move all the files * with names ending in .ldf, .sty or .def into a directory * searched by TeX /usr/local/lib/texmf/tex is a good cantidate. The install.txt hints that the rest of the steps aren't needed except for special circumstances. I'm not a TeX expert, so I took it at its word.
