patch to unbreak and update to 2.1.7

databases/postgis-jdbc was BROKEN, because MASTERSITE was not fetchable any
more.

What this update does:

- Correct MASTERSITE and unbreak the port
- Update from version 1.4.0 to 2.1.7
- Add license

This port should be in sync now with databases/postgis.

portlint -AC does not complain.

Tested with Poudriere (9.3 amd64 and i368, 10.2 amd64 and HEAD amd64).

If no one else is interested, I would take maintainership.
