/usr/ports/www/mod_php4 

if you do 
delete it and try again .
you can also pass the args directly to make 
for example : 
make -DWITH_GD -DWITH_XML -DWITH_MYSQL -DWITH_POSIX -DWITH_PCRE -DWITH_FTP -DFORCE_PKG_REGISTER all install
