I ran into a similar problem and had to reinstall the openssl and openssh-portable (both with overwrite base) ports before the installworld would complete. IIRC the openssh-portable deinstall did not stop the installworld till the man pages index rebuild (slogin.gz?) This was all done on a test-bed machine (P-60), and was quite a time consuming process at that MHz ;-) Am interested in any feed back on this, and can provide more details if necessary.
