Windows outright lies when it says it would restart in MS-DOS mode, it simply suspends itself and runs the command shell (command.com or 4dos.com, depending on the configuration). But if you type exit, you're back in Windows (and if you type "dir" you get the long filenames which you do not get from the F8 option--that, again, indicates Windows is still active).
