patch to update sysutils/ipsc

Update sysutils/ipsc to 0.4.4. While here add LICENSE
update MASTER_SITES and WWW. As well as remove (now
unnecessary patch-files).
Hello, Cy. I recently updated sysutils/prips. I noticed your
port depended on it. When I checked it out I discovered
that the WWW listed was for sale (Only $3,959). :-/
So I gave the source a new home where it could continue
to be used and developed. Made some changes and bumped
the tag accordingly.

The patch attached to this pr(1) reflects those changes.

removed (now unnecessary):

files/patch-Makefile
files/patch-main.c
