As long as you only want the functionality you've been describing, who tells you that you gotta start ten xterms, a window manager, a Netscape, and an Emacs? The Xserver itself and the application you're going to develop don't eat up that much memory. If you're going to use a full-screen DGA application, you might even omit the window manager.
