There need be no correspondence between cylinder boundaries and BSD partitions. the 'cylinder groups' used in FFS are a misnomer with historical ties. There can be as many swap partitions as you want (though at the moment they should be called 'b' (also for historical reasons) so effectively there is only one per FDISK slice.
