 when '/var/run/nologin' exists the sshd is not allowing logins from
 people that are in a login class that has the 'ignorenologin' setting on.


>How-To-Repeat:

  put yourself into a login class with this setting and create /var/run/nologin
  and have fun trying to log in ;)

  you can work around by adding the line 'UseLogin yes' to the sshd_config
