When throughput is disabled in the ppp configuration file for a pppoe
connection, the connection fails to get established until the user jolts it
by connecting to its control socket.
This bug is old; it existed in the 4.x-RELEASEs as well.

>How-To-Repeat:
Put 'disable throughput' under the options for a pppoe connection in the
ppp.conf file and start ppp in ddial mode to establish it.
