This is a chicken/egg with testing for the presence of the XML Parser.
The issue that pops up periodically and is not linked to CURRENT. I've
been bitten by it a couple of times since at least FreeBSD7.  (This
assumes that you do have  a current p5-XML-Parser installed.)

Just reinstall that port (p5-XMS-Parser) and you should be OK.
portmaster p5-XML-Parser
or
portupgrade -f p5-XML-Parser
