As for policies, PREFIX-cleanliness already IS a policy, it's just not given as much attention as we'd like due to limited resources. If you're interested in making a contribution to ports spend some time in the trenches WORKING on that problem rather than worrying about what other problems we can make (effectively useless) policies about.
