No GPUs should require legacy. At least on the Intel side =E2=80=93 I've te= sted drm v5.0 on junk as old as the Eee PC 900 which has a GMA 915 (possibl= y the earliest Intel GPU). Legacy might be available on more architectures =E2=80=93 we haven't tried = building modern drm on 32-bit powerpc for example.
