[I'm going a different direction here.]

https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=3D230402
is a report for a 1 GiByte, 3 "cpu" virtual machine
getting the message during buildworld on 11.2-STABLE:

pid 9870 (c++), uid 0, was killed: out of swap space

(It is not clear the time frame of the top and swapinfo
information, but probably after buildworld had stopped.)

Reported was:

# swapinfo -m
Device 1M-blocks Used Avail Capacity
/dev/gpt/swap-ada0 1024 93 930 9%
/dev/zvol/zroot/swap 1536 84 1451 6%
Total 2560 177 2382 7%

(So 2.5 GiBytes of swap total.)

# uname -a
FreeBSD core.domain.com 11.2-STABLE FreeBSD 11.2-STABLE #0 r337132: Thu =

root@releng2.nyi.freebsd.org
:/usr/obj/usr/src/sys/GENERIC amd64

ZFS was in use, complicating things.

Still, this does suggest another type of test that might
isolate various issues: small virtual machine
configurations of a tier-1 architecture, such as amd64.
